The Shoreline Planning and Community Development Department has 22 employees and includes the Planning, Building, and Permit Services divisions. The department has been recognized for its green building code, sustainability programs, and its community planning to create vibrant, mixed use neighborhoods around the two future light rail stations. Shoreline is committed to eliminating structural racism and applying an equity lens to City procedures and regulations. The Associate Planner is one of six planners on the Planning Team that is responsible for long-range planning and implementation through development review. This position will primarily be responsible for development review on a variety projects ranging in size and scope, with opportunity for involvement in long-range planning projects and code development initiatives depending on skills and interests.

DEFINITION

To participate in the development, implementation, monitoring, enforcement, evaluation, and modification of the City's land use, development, housing, environmental, and transportation activities; to provide responsible planning services in support of land use and development; and to perform a variety of planning or development functions relative to assigned area of responsibili­ty.

Job Duties:

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1.Provide excellent customer service to citizens, property owners, investors, real estate developers, and other parties when providing information about the City's planning or development policies, regulations, or activities.
2.Review land use and development permit applications; review special reports (e.g. Traffic Studies, Critical Area Studies); prepare staff reports, decision documents, letters, and public notifications regarding permit applications.
3.Review engineering, architectural, and landscape plans as part of permit applications for compliance with development regulations and approved conditions.
4.Review development proposals for compliance with SEPA and determine appropriate mitigation.
5.Meet with applicants for permits or other City processes to evaluate proposals and assist with meeting code requirements; review, condition, and approve land use and development permits.
6.Prepare proposed planning, development, or transportation policy legislation including conducting technical research and field studies and analyzing and preparing reports and recommenda¬tions.
7.Assist in the development and implementation of planning studies, subarea plans, and functional plans supporting the City's planning or development activities; encourage public involvement in the development and implementation of plans and legislation.
8.Attend meetings and make presentations to citizen advisory groups, the Planning Commission, Hearing Examiner, boards, regional forums, and the City Council regarding specific projects within assigned planning and development area.
9.Meet with community representatives, advocates, and citizens' committees to discuss problems and develop solutions; work with other public and private agencies to facilitate program implementation.
10.Administer and maintain agreements, grants, and contracts with public agencies, funding agencies, and private organizations; oversee and review the work of consultants and contracting agencies.
11.Assist with code enforcement of zoning and critical areas ordinances.

Marginal Functions:

1.May participate in intergovernmental committees on behalf of the Department to analyze, evaluate, and resolve public policy issues.
2.Collect, interpret, and prepare reports and recommendations on court decisions affecting City planning.
3.Provide assistance to other City staff as required.
4.Perform related duties and responsibilities as required.

Experience/Qualifications/Knowledge/Skills:

QUALIFICATIONS:

Knowledge of:

  • Principles, practices, theories, terminology, and applications of urban planning.
  • Principles and practices of public administration and government organization.
  • Principles and practices of data collection and analysis.
  • Methods and techniques used to create and maintain computer databases. GIS skills valued.
  • Methods and techniques used to review and approve various development permits.
  • Methods and techniques of public speaking.
  • Principles of business letter writing and basic report preparation.
  • Methods and techniques of public relations including outreach to diverse populations.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Critical area regulations including reviewing and evaluating critical areas reports and mitigation proposals.

Ability to:

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of increasingly responsible urban planning, environmental, or transportation experience.

Training:

Equivalent to a bachelor's degree from an accredited college or university with major course work in urban planning, environmental planning, transportation planning, architecture, business or public administration, or related field.

License or Certification

Valid state-issued driver's license.
