Job Description:

This position performs a variety of professional and technical planning work of complex difficulty in areas such as long range planning, development review, environmental review, land use planning, capital facilities planning, policy development; and serves as lead on large projects, coordinating the work of consultants, and professional and technical staff.

The work performed by this class requires incumbents to apply a high degree of professional knowledge and technical expertise as well as established guidelines and alternatives to make non-routine judgments and recommendations to management regarding complex issues; incumbents operate independently and select appropriate methods to accomplish project assignments. This is the senior level in the land use planning job series. Positions in this class perform the more complex land use planning and development activities and may coordinate and direct the work of lower level employees.

Job Duties:

1. Researches, prepares and presents new plans, plan amendments, new code requirements, code amendments, and planning reports on long range land use, environmental, transportation, or comprehensive planning issues.
2. Prepares written and oral technical reports, graphics, and presentations on land use, transportation, development activity, population and employment growth, or internal technical needs.
3. Interprets and applies city planning policies and code provisions to specific issues.
4.Reviews proposals/permits and coordinates the land use application process. Administers the Unified Development Code specific to development activities including public and private development. Determines conformance of land use application with zoning, the Unified Development Code and other adopted ordinances, and the city's Comprehensive Plan.
5. Manages planning projects involving land development, housing, environmental protection, transportation, and growth management; prepares schedules and, monitors progress; coordinates activities and operations with staff and other agencies.
6. Coordinates the activities and oversee the work of outside consultants; meets with contractors, boards, commissions, and staff to identify and resolve problems; reviews and evaluates work products, methods and procedures.
7. Coordinates and oversees the work of interns or temporary staff.
8. Meets with and explains to the public and members of the development community specific planning, zoning, and development activities, projects, regulations and standards; researches information; interprets data and, answers questions.
9. Leads the research and report preparation of comprehensive land use matters, including the analysis of land use and housing inventories; population, social and economic characteristics; land use inventories; transportation, parks, utilities, capital facilities, and public facilities and services; and environmental characteristics of the city.
10. Prepares Comprehensive Plan and associated ordinance revisions.
11. Attends public meetings of various city boards, commissions, and committees; attends meetings of neighborhood or civic organizations; presents reports and answers questions.

Experience/Qualifications/Knowledge/Skills:

 

Qualifications

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:

Three years of increasingly responsible experience in urban land use planning and development.

Education and Training:

Bachelor's Degree in urban planning, engineering, architecture, economics, environmental science, public administration or a related field.

Licenses or Certificates:

American Institute of Certified Planners (AICP) certification preferred.
Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License.
