Job Description:

The City of Puyallup seeks a dynamic leader to join our Executive Leadership Team as Development and Permitting Services Director. Come lead a team of 29 professional employees in providing planning, building and permitting services.The City of Puyallup is situated near the foothills of scenic Mount Rainier in the beautiful Puget Sound region, 10 miles east of Tacoma and approximately 35 miles south of Seattle. Job Duties:

  • Manages the department operations, including setting overall direction, goals and objectives, and priorities for the department;
  • Directs through subordinate division managers and/or supervisors, coordinates, monitors and evaluates the program accomplishments of divisions;
  • Prepares and ensures fiscal responsibility of the department budget; controls and monitors expenses within the budget;
  • Directs the department’s involvement in the City’s Lean continuous improvement initiative;
  • Leads the department’s “One Puyallup” initiative relating to achieving permitting efficiencies and customer service initiatives;
  • Provides assistance to division managers and/or supervisors in the preparation of division program objectives and budgets;
  • Participates in, and provides leadership to, City-wide long-range, and strategic planning activities in coordination with the City Manager;
  • Reviews plans, reports, budget estimates, proposed ordinances and regulations submitted by division managers and/or supervisors; assures compliance with statutory requirements relative to environmental issues;
  • Directs preparation and review of environmental impact statements and technical reports and determines final action on environmental issues; serves as, or oversees, the City's responsible official for SEPA compliance;
  • Assures compliance with building codes and ordinances; administers permit issuance system and oversees coordination of review of permit applications and plans;
  • Develops and approves department operational procedures, policies, methods and practices;
  • Confers with division managers and/or supervisors on problems related to divisional objectives;
  • Develops managerial solutions to problems; reviews staffing, equipment and capital improvement requests prior to submitting the department budget to the City Manager;
  • Acts as liaison with other cities, counties, regional, state, and federal agencies in funding and department concerns;
  • Supervises staff and delegates responsibility and appropriate authority to staff; monitors daily work activities to assure the timely and accurate completion of functional responsibilities;
  • Prepares and conducts oral and written employee performance evaluations;
  • Ensures appropriate training and development of department staff;
  • Confers with the City Manager on matters concerning major departmental activities and furnishes technical advice on department programs;
  • Meets with Council, City Boards and Commissions, committees, citizen groups, regional agencies and the public on department matters; and
  • Performs related duties as assigned.

Experience/Qualifications/Knowledge/Skills:

Qualifications include:

  • Bachelor's degree in Engineering, Public Administration, Business Administration, Urban Design, Urban Planning or related field plus five years or more of increasingly responsible management or supervisory experience; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.
  • Preferred qualification is a Master's degree in Business Administration, Public Administration, Urban Design, Urban Planning, or related graduate or professional degree.
  • Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.
