SUMMARY

A professional-level independent contributor position within the agency’s Development Division responsible for long- and short-range planning involving professional, innovative and technical planning work in the development of multi-modal transportation programs, plans, and service design concepts. Responsibilities include planning, research and analysis, decision support, and development of programs related to the Growth Management Act (GMA), High Capacity Transit (HCT), and Transportation Demand Management (TDM) options. Work is performed in cooperation with bi-state, regional, and state agencies, local jurisdictions, and the public.

SCOPE OF RESPONSIBILITY

The incumbent normally performs the job by following established standard operating procedures and/or policies. Work affects the accuracy of multiple projects and requires comprehensive, practical knowledge of a technical field with use of analytical judgment and decision making abilities appropriate to the work environment of the organization. May contribute to the development of new priorities and objectives that govern Growth Management Act (GMA), High Capacity Transit (HCT), and Transportation Demand Management (TDM) programs. Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Contacts may contain discussions about confidential/sensitive information necessitating discretion.Supervision over other employees is not exercised in this position; however, the position is regularly required to engage in cooperation with bi-state, regional, and state agencies, local jurisdictions, and the public.Work is performed independently under general direction from the Chief External Affairs Officer. Errors or failures to perform duties have a significant impact on organizational, departmental, and unit objectives, the output of services, and employee and customer satisfaction.

ESSENTIAL FUNCTIONS

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

  • Service Development, Planning, and Consultation Research and collects data necessary to conduct rigorous technical analysis to inform service adjustments.
  • Conduct service performance and financial effectiveness analysis on system, route, day type, trip, and stop levels to better understand strengths and weaknesses of current service network.
  • Participates in the development of short and long-range service planning, and design for fixed-route service (Local, Limited, Express, and High Capacity Transit), innovative service (Connector), and ADA paratransit service.
  • Utilize collected ridership, performance, financial, demographic, land use, and survey data to develop service concepts and recommendations for discussion with the Service Planning Committee.
  • Review customer comments, service requests, and proposed developments within the C TRAN service area as they relate to current service levels.
  • Prepares required planning documents, including grant documents (proposals and applications), and short-range and long-range transit development plans, and other planning related documents.
  • Coordinates planning activities with various department staff to ensure smooth flow of information, service compatibility, delivery, and teamwork.
Policy Development and Review
  • Coordinates Title VI and Environmental Justice (EJ) Analyses for Service and Fare Changes, which includes data collection, GIS map preparation, demographic analysis, and report writing; Prepare C TRAN’s Title VI Three-Year Program Summary in coordination with other departments.
  • Manage service performance monitoring as it relates to agency established service standards.
  • Revise established service standards on an annual basis relative to agency ridership reporting.
  • Review service standard document, policies, and criteria and make revisions as needed.
  • Coordinate interdepartmental data collection and major milestone activities to be included in the 6-Year Transit Development Plan on an annual basis; Summarize previous year performance and outline plans and activities for the current year and following five years; Prepare Plan document and review for clarity.
Project and Task Management
  • Manage various projects related to service analysis and implementation.
  • Projects include survey development and distribution, signal priority planning and implementation, and other relevant projects and tasks.
  • Manage contract administration and consultant work efforts.
  • Manage various planning tasks as necessary, including but not limited to, Title VI evaluations, cost allocation development, national bus benchmarking information, fare changes, and other relevant planning tasks.
Decision Support
  • Represent the Planning & Development Department in the Service Planning Committee; facilitate regular meetings, prepare agendas, present analysis and findings used to support service change decisions.
  • Participate in C-TRAN Grant Committee and Fare Committee decisions.
  • Advise executive staff on a broad range of service-related issues and policies to inform the decision making process.
  • Prepares staff reports for Board of Directors and summary reports on service changes and various project updates.
  • Participates in public outreach processes to inform the public on C-TRAN decisions.
  • Prepares and conducts presentations to various jurisdictions, citizen groups, technical groups, and others as required.
  • Participates in state, regional, and local intergovernmental planning committees, project, and activities as a C-TRAN representative.
  • Informs C-TRAN management team of planning activities being conducted by other governmental agencies and solicit agency input into their planning and decision process.
  • Provide input to various capital project and High Capacity Transit (HCT) decision making. Examples include passenger shelters and bus stops, and HCT corridor selection.

OTHER FUNCTIONS

Participates in cross-training and mentoring activities in support of individual and agency development goals.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Requires Bachelor’s degree in transportation, transit planning or related field; and 3-5 years’ increasingly responsible experience in transit Position related certification(s) and/or an additional 4 years experience may be substituted for education requirement.
  • Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description.
  • Requires ability to work on various projects simultaneously under strict timelines; establish and maintain effective working relationships with officials, jurisdictions, employees, and the general public; and excellent written and oral communication skills.
  • Proficiency in Microsoft Word and Excel required. Working knowledge of Microsoft PowerPoint desired.
  • Experience in the Federal Transit Administration (FTA) New Starts/Small Starts transit capital investment program (49 U.S.C. 5309) is preferred.
  • Bus Rapid Transit planning and construction-related experience is highly desirable.

WORKING CONDITIONS

Office environment is relatively free from unpleasant environmental conditions or hazards. Minimal physical effort required.

ADDITIONAL REQUIREMENTS

  • Regular, dependable attendance is required.
  • A valid driver’s license from state of residence and a good driving record are preferred.
  • Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
  • Must maintain a physical condition which, either with or without accommodation, allows completion of all essential duties.
  • Must promote and model safety within the department and agency-wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
