Job Description:

The City of Florence is accepting applications for a full-time Senior or Associate Planner. The position will be filled as an Associate Planner or Senior Planner depending on candidate qualifications. The City is looking for the right team-member, which should be someone that is organized, approachable, and solution-based and can handle processing all aspects of Type 1 and Type 2 applications. Must have knowledge and experience in Oregon Land Use. Previous supervisory experience is a plus and individuals with a Master’s Degree in a related field, or that have progressed toward or obtained AICP or FPM certification are strongly encouraged to apply.

Job Duties:

Senior Planner Perform Advanced Planning Functions • Recommend priorities, schedules, and funding sources to update long-range plans.

  • Provide assistance to member communities on varied land-use projects or perform project analysis.
  • Develop plans, studies, and analysis using innovative and traditional planning resources and procedures.
  • Review comprehensive plan amendments, rezonings, annexations, site plan, proposals, plats, etc. Provide Advanced Support & Processing to Department
  • Manage complex planning studies, development applications, long-range planning strategies, and review proposals.
  • Assist in developing department budget, monitor and track budget throughout year.
  • Conduct research and prepare statistical reports on land use, resource, environmental, social, and economic issues.
  • Evaluate operations and activities of assigned responsibilities. Supervise Other Planners
  • Coordinate current planning applications, which includes assigning applications overseeing the processing of the applications, coordinating development review meetings with other departments and agencies, and setting up tracking and filing systems.
  • Assist in hiring, evaluating, training, and disciplining assigned staff.
  • Associate Planner Perform Moderate Level Planning Functions
  • Initiate actions necessary to correct deficiencies or violations of regulations.
  • Conduct review of and process various development applications, including plats, permits, site plans, variance requests, and rezonings.
  • Provide Moderate Level Support to Department
  • Assist with updates and maintenance of Comprehensive Plan and land development regulations.
  • Conduct extensive research in specific or general project areas. May write formal and technical reports, papers, and correspondence.
  • Assist in long-range planning and develop strategies for the community.

Experience/Qualifications/Knowledge/Skills:

Senior Planner - Education and Experience

  • A Bachelor’s Degree in urban planning, architecture, public policy, or a related field; and
  • Six (6) years of professional planning experience; or
  • A Master’s Degree in the same fields, which will act as a substitute for two (2) years of professional planning experience.
Associate Planner - Education and Experience
  • A Bachelor’s Degree in urban planning, architecture, public policy, or a related field; and
  • Four (4) years of professional planning experience; or
  • A Master’s Degree in the same fields, which will act as a substitute for two (2) years of professional planning experience.

Knowledge of:

  • Planning principles and practices and knowledge of relevant specializations.
  • Principles and practices of research, data collection, and writing.
  • Practical statistics, algebra, and geometry.
