Job Description: This position serves as the Transportation Planner for Island County as well as the Island Regional Transportation Planning Organization. They work closely with member agency staff and outside consultants retained for special projects. This individual wears many hats and has diverse tasking – enthusiasm, flexibility, and adaptability are critical. Along with broad knowledge of multimodal transportation planning practices and contemporary rural and regional planning concepts, the ideal candidate will demonstrate the following specific knowledge and abilities:
- Cultivate positive working relationships with coworkers and external partners and work as an effective member of multi-agency and multi-discipline project teams;
- Communicate clearly and professionally in both oral and written format;
- Ability to prepare for and facilitate meetings with the public, advisory groups, and elected officials;
- Manage multiple and diverse responsibilities, apply self-directed and independent problem-solving, and be willing to seek support from coworkers and superiors when needed;
- Ability to independently organize and manage preparation of transportation or regional planning studies or comprehensive plans;
- Proficiency using Microsoft Office Suite, Adobe PDF Pro and other software to convey technical information in visual format to both technical and non-technical audiences.
Job Duties:
- Provide staff support to Regional Transportation Planning Organization Policy Board and Technical Advisory Committee;
- Presents study results and recommendations to Technical Advisory Committees and Policy Boards;
- Prepares for and mediates monthly meetings with elected officials on the Executive Board of Island Regional Transportation Organization (RTPO) and advisory committees such as the Transportation Advisory Committee and the Human Services Transportation Committee;
- Organize and work with advisory and citizen groups in carrying out transportation planning activities and special studies;
- Oversee the implementation of transportation planning programs and studies;
- Prepare and administrate grant proposals for state and federal funds;
- Assists in preparation of the agency's work program and assists in federal and state grant proposals;
- Identifies and develops future planning work program and projects;
- Develops, organizes and conducts the work program and schedule for complex planning studies relating to land use, transportation, population and environmental issues;
- Represents the agency at meetings and provides technical expertise on transportation planning issues to the public and member agencies; Communicates the impact of specific plans to local agencies, community groups, business and others;
- Develops and monitors the Island County Transportation Improvement Plan and its contribution to the State Transportation Improvement Plan.
Experience/Education:
- A degree in Transportation Planning preferred or related field with four years of experience in city, county or regional planning or equivalent combination of education and/or experience;
- Experience in development of regional and county planning documents such as a Unified Work Plan, a Regional Transportation Plan, a Regional Human Services Transportation Plan and a Transportation Element of Comprehensive Plan, preferred;
- Experience in leading/mediation public meetings and public speaking is desired.
