Job Description: Under the direction of the Principle Planner, the Sub-Area and Center Planner will conduct sub-area and center planning in a Council District. Performs professional planning work to effectively define and achieve goals.
Job Duties:
- Design and facilitate planning processes to develop a new sub-area plan and a pilot for center planning for a portion of the City.
- Organize and facilitate notification, public outreach, neighborhood meetings, work group meetings and gather feedback through surveys, interviews, observations and meeting participants.
- Prepare presentations, maps, briefing papers, environmental documents, white papers, staff reports, planning summary documents, and other reports for use by planning committees, plan commissioners and elected officials.
- Prepare reports and participate in public hearings to have sub-area plan and center plan including zoning formally adopted.
- Compile and analyze technical planning-related data to inform sub-area vision, goals, policies, and implementation measures.
- Includes development of recommendations and pilot process for abbreviated center zoning process.
Experience/Qualifications/Knowledge/Skills:
Requirements of Work:
- Knowledge principles and practices of urban planning, development, development coding, project implementation, programming and community development.
- Knowledge of economics, finance, and sociology as applied to city planning, program planning/development, community development, and statistical survey practices and procedures.
- Knowledge of Spokane Municipal code and Comprehensive Plan dealing with zoning and land-use matters.
- Knowledge of current literature and recent developments in the field of urban planning, program planning/development and community development.
Minimum Qualifications:
- Any combination of education and experience that would provide the required knowledge, skills, and abilities, is qualifying.
Generally, this will include:
- Bachelor’s degree from an four-year college or university with a major in city, urban, regional or environmental planning AND
- Three years of employment with the duties of a planner.
