Job Description:

Perform a variety of professional planning duties assuring compliance with various City ordinances and regulations. Researches and analyzes technical data to apply planning and zoning regulations to development, construction, and land use issues. Provides technical assistance to the public and other agencies. Assists senior planning staff with complex cases. May provide staff support to a variety of planning boards, commissions, and committees, and presents reports and recommendations to them.

Job Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

4.Review and process various levels of business licenses and land use applications in compliance with applicable regulations; and various codes; prepare and review developer agreements and surety documentation.
5.Research, prepare and present staff reports on current planning issues for the Planning Commission, Historic Preservation Commission, the Hearing Examiner, City Council and other City boards and commissions.
6.Review and provide input to SEPA and NEPA environmental checklists with accompanying applications.
7.Provide and interpret information orally and in writing to developers, applicants and the public concerning department policies and applicable zoning, subdivision, site plan review and other development review processes which affect the proposed project.
8.Compose, edit, and prepare a variety of written materials including reports, discussion papers, graphics, correspondence, and other documents as required.
9.Coordinate the production of major planning documents and illustrative maps to accompany presentations.
10.Administer development related contracts under the direction of the Development Services Director.
11.Coordinate consultation with City department directors, Site Plan Review Committee members, county departments, neighboring jurisdictions, and other agencies on various aspects of a development application or citizen inquiry.
12.Prepare draft ordinances to meet Growth Management Act requirements.
13.Evaluate the zone code and subdivision code for effectiveness, accuracy, and clarity; suggest and/or review proposed amendments.
14.Enforce zoning and land use regulations and other ordinances as required; address complaints and follow-up with site visits; related correspondence and resolution documentation.
15.Assist in developing and enhancing computer programs and systems for use in the department; serve as liaison with data processing personnel in resolving computer problems and improving reporting and record-keeping capabilities. Maintain accurate records.
16.Assist in analyzing and preparing reports on long-range planning issues including amendments to the Comprehensive Plan and land development policies and standards.
17.Attend seminars and meetings to remain current on Federal, State, and local planning and environmental laws and ordinances.
18.Conduct research studies; collect, analyze, interpret, and organize planning data.
19.Assist in development and revision of the Comprehensive Plan.
20.Read, interpret, apply, and explain applicable laws, codes, rules, regulations, policies, and procedures.
21.Maintain records and prepare reports, including current and long-range planning issues.
22.Analyze situations accurately and adopt an effective course of action.

Experience/Qualifications/Knowledge/Skills:

High school diploma, GED or equivalent, plus any combination of education and experience equivalent to: Bachelor's degree in planning, public administration, or related field and two (2) years increasingly responsible experience in municipal planning such as: preparation of comprehensive plans, land use policy development and enforcement; environmental analysis, zone code implementation; plan review and permit processing. Valid driver's license.
