Bellevue’s Development Services is a multi-department line of business that offers one-stop shopping for general information and the permits needed for development activity in Bellevue and the surrounding service areas. We are code compliance officers, engineers, finance analysts, inspectors, planners, plans examiners, permit technicians, and support staff from the Development Services, Fire, Transportation, and Utilities departments. We also work closely with staff from other departments, like the Community Development Department. We are looking for a Senior Planner within the Code and Policy Division of the Development Services Department. The Code and Policy Division focuses on projects that advance Council-priorities and support the development of implementing regulations for city departments. Currently, the Code and Policy team is busy with several major projects such as the East Main Station Area Plan, Wilburton, and Grand Connection, as well as multiple other code development efforts. If you are the successful candidate, you will play a primary role in orchestrating the code and policy development work for these projects, while closely collaborating and coordinating with other City department representatives. Further, you will utilize your knowledge and experience in planning, research, analysis, technical writing, and/or project management to develop solutions, engage stakeholders, present information to boards, commissions, and the City Council, and serve as a technical specialist in code drafting and policy development.

Job Duties:

  • Process and manage amendments to the Land Use Code and other regulations, primarily those related to development.
  • Process and manage core code amendments, such as regulatory reform and state-mandated amendments.
  • Gather, interpret, and prepare studies, analysis reports and recommendations as part of the code amendment project or other needs, and/or for the City Council and other advisory bodies.
  • Respond to changing Council priorities and economic development needs.
  • Support the policy work of the Community Development Department and other City departments with the development of regulations to implement policy direction.
  • Draft and develop clear and concise Land Use Code and other amendments consistent with the Council-prioritized work program.
  • Coordinate and collaborate with Land Use, Code Compliance, and other affected City staff in the development of such amendments.
  • Represent the City at relevant regional and statewide forums.
  • Provide departmental management support.
  • Coordinate and build relationships with other City departments staff; and lead interdepartmental teams as necessary to achieve intended work program outcomes.

Experience/Qualifications/Knowledge/Skills:

Graduation from an accredited four-year college or university with a degree in public policy, public administration, law, urban planning, or related field.Five or more years of professional related experience in public policy formulation, implementation and legislative action/relations, and development and codification of implementing regulations. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
