Job Description: 

The Code Compliance Specialist is classified as a technical position within the City and operates within its own specific functional area (Code Enforcement) as a part of the Community Development Department. The person in this position serves as the City’s Code Enforcement Officer and uses technical knowledge and discretion in managing an active caseload as well as overseeing the implementation and updating of applicable regulations. The Code Compliance Specialist’s efforts are necessarily coordinated with other staff and external parties. The person filling this position will receive, investigate, research, and resolve citizen questions, complaints, violations, and issues relating to zoning, land use, signs, surface water, site development, and compliance with other related municipal codes.

Job Duties: 

To perform this job successfully, the person in this position must be able to perform each Essential Job Function. The requirements listed below are representative of the knowledge, skills, and abilities necessary to meet the minimum qualifications for this position.

  • Knowledge of municipal code enforcement principles, practices, and methods. 
  • Knowledge of applicable laws, standards, and regulations relating to various land use, nuisance, and public safety codes with familiarity of inspection and enforcement techniques.
  • Ability to prepare, organize and maintain inspection field data, reports, and systems.
  • Ability to analyze complex situations, problems, and data, and use sound judgment in drawing conclusions and making decisions. 
  • Ability to comprehend and apply existing code requirements to various situations.
  • Ability to articulate complex facts and relationships in detail and to summarize and write clearly, concisely, and legibly.
  • Ability to use initiative and independent judgment to determine if a violation exists and the appropriate follow-up action.
  • Ability to testify in court in an objective, concise, and professional manner.
  • Ability to produce or obtain reports, graphs, charts, photographs, evidence, or exhibits.
  • Ability to establish and maintain effective working relationships with citizens, employees, supervisors, and the general public.
  • Ability to follow verbal and written instructions.
  • Ability to handle stressful situations and effectively deal with difficult or angry people.
  • Ability to work on several projects or issues simultaneously.
  • Ability to work independently or in a team environment as needed.
  • Skilled at reading and using City maps, property descriptions, construction plans, and other related plans and drawing to ensure conformance with approved plans and satisfaction of zoning and design guidelines, e.g., landscaping, fencing, signs, parking spaces, and lighting.
  • A sense of humor and positive attitude are essential.

Experience/Qualifications/Knowledge/Skills: 

Required

  • A bachelor's degree in public administration, business administration, urban planning, public policy, political science, or related area of study in addition to two years of related experience;
    OR
  • Any equivalent combination of education and experience that provides the applicant with the necessary knowledge, skills, and abilities required to perform the essential job functions.
    AND
  • The ability to obtain, and maintain a valid Washington State Driver’s License throughout employment, and documentation to fulfill the requirements of the Immigration and Nationality Act within 3 days of employment.

Preferred

  • Two years of municipal government experience
  • Prior experience as a municipal Code Enforcement Officer
  • American Association of Code Enforcement (AACE) zoning certification.
