Job Description:
The Associate Planner position requires professional planning work of moderate difficulty. This person will perform a variety of professional planning duties involving current and long-range planning, such as: process land use applications (ex: Short Plat, BLA and Subdivision); provide critical areas check lists; perform research and prepare and maintain reports, records and files. In addition, the person filling this position will receive, investigate, research, and resolve citizen questions, complaints, violations, and issues relating to land use, signs, surface water, site development, and other related municipal codes. Due to the limited number of City staff, each staff member is expected to perform a wide range of office and field duties. The City of Edgewood is an at-will employer and all staff members serve at the pleasure of the Mayor.

- Provide technical assistance and information to staff and the public in the administration of specific planning programs areas or ordinances.
- Review plans and permit applications to assure compliance with requirements such as use, bulk, placement, parking ratios, and other applicable code requirements.
- Prepare narrative staff reports and planning recommendations of limited complexity.
- Answer questions and provide information to the public regarding land use and zoning, environmental codes, development regulations, and the Comprehensive Plan.
- Operate various types of GIS computer workstations and related equipment including printers, plotters, and digitizers.
- Use or edit existing programs to create reports, maps, data, and other graphic materials for integration into GIS and for presentations.
- Work with City departments and outside agencies to identify GIS opportunities and organize projects and work products.
- Perform site visits and prepare reports for projects.
- Research and prepare a variety of reports, documents and correspondence for projects and presentation to staff, the public, the City Council, appointed Commissions, and the City Hearing Examiner as requested.
- Process and review development applications for compliance with City requirements.
- Review Business License applications for compliance with City requirements and codes.
- Propose policies, procedures, and municipal code revisions.
- Attend public meetings as necessary, which may be scheduled outside typical work hours.
- Assist the Senior Planner in other areas as needed.

- Knowledge of planning principles and practices; including pertinent specialties and applicable Federal, State, and local laws, codes, and ordinances related to land use planning.
- Ability to deal effectively with the public in a customer-friendly manner and use considerable tact, patience, and courtesy in difficult situations.
- Ability to read and interpret maps, including site maps, topographic maps, and soil maps.
- Knowledge of principles and practices of research and data collection
- Knowledge of effective writing techniques
- Knowledge of computer hardware and software programs, which includes Microsoft Office, Internet applications, and GIS.
- Oral communication and interpersonal skills to explain rules/processes clearly to the public.
- Problem-solving skills to gather information to solve vaguely defined practical problems.
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
- Ability to work on several projects or issues simultaneously.
- Ability to work independently or in a team environment as needed.
- A sense of humor and positive attitude are essential.
Experience/Qualifications/Knowledge/Skills:
Required
- A master's degree in urban planning, architecture, public policy, or related area of study in addition to two years of planning or GIS experience;
OR
- A bachelor's degree in urban planning, architecture, public policy, or related area of study in addition to four years of planning or GIS experience;
OR
- Any equivalent combination of education and experience that provides the applicant with the necessary knowledge, skills, and abilities required to perform the essential job functions.
Preferred
- Two years of GIS experience
- AICP or GISP Certification
