In November 2003, the City of Olympia adopted a master plan entitled: Toward Zero Waste: Olympia's Waste ReSources Plan 2008. Waste ReSources, the city’s utility agency, developed the plan through both public input and direction from the city council’s Land Use and Environmental Committee. The two-part plan defines “zero waste,” assesses current waste management practices and outlines the policies and actions for waste reduction, reuse, and increasing recycling and composting.
