Job Description: 

The Oregon Department of Land Conservation and Development (DLCD) is seeking a highly-qualified candidate to fill one full-time, limited duration, Planner 4 position (Senior Planner of Housing Programs) in Salem, Oregon.This position exists within the Community Services Division, which includes the department's regional representatives, specialists in a variety of planning fields, and the manager of the division. The purpose of the division is to assist local governments in the implementation of the statewide land-use planning program and coordinate with other agencies in delivering state services to local governments. Division responsibilities include providing technical and educational assistance to local government planners, elected and appointed officials, the general public, and interest groups.

The division also carries out two of the department's principal statutory responsibilities: (1) the periodic review of the comprehensive plans and land use regulations of cities in the state to address statewide and regional land use issues due to changes in population and in the economy and due to the enactment of new state laws and agency programs, and (2) the review of proposed and adopted amendments to comprehensive plans and land use regulations, including amendments made under periodic review, to ensure compliance with the statewide planning goals.

The duties of the Community Services Division include administration of department grants to support local government planning work; advising local governments on comprehensive plan and ordinance organization and content; preparation of model land use ordinances, handbooks and technical bulletins; coordinating local planning with the programs of other state and federal agencies and special districts; conducting projects to strengthen the department's capacity to assist local governments in implementing growth management practices; reporting on land use actions made by local governments; and interpreting state statutes, statewide planning goals, administrative rules and court cases concerning land use planning.The person in this position will lead, as program manager, projects related to planning for needed housing in Oregon’s urban areas.

The 2019 Oregon Legislative Assembly passed two landmark housing bills:1) HB 2001, which requires all cities in the state with population greater than 10,000 to allow duplexes on all lots zoned for detached single unit development, and all cities in the state with population greater than 25,000 and all cities and counties within the Portland Metropolitan Area (“Metro”) to allow triplexes, quadplexes, cottage clusters, and townhomes in areas zoned for detached single unit development; and 2) HB 2003, which requires all cities in the state with a population greater than 10,000 to adopt and update housing needs analyses and housing production strategies to implement those analyses, and in addition directs state agencies to prepare a regional housing needs methodology and sample analysis for consideration of additional legislation by the 2021 Legislative Assembly.

Related to this legislation, the person in this position will manage the following projects: Directing technical assistance, review, and enforcement for required housing needs analyses and housing production strategies for cities in Oregon with a population greater than 10,000 and local jurisdictions within the boundaries of Metro;Directing technical assistance, review, and enforcement for required local government codes that allow “middle housing” types within the residential zoning districts of cities in Oregon with a population greater than 10,000 and local jurisdictions within the boundary of Metro;Managing rulemaking activities related to the above two projects; and Coordinating with the Oregon Housing and Community Services Department on the preparation of a regional housing needs methodology and sample analysis for consideration of additional housing legislation by the 2021 Legislative Assembly.

They know how to develop and implement new model land use ordinances, policies, administrative rules, and programs to address housing needs and create broad-based economic prosperity. They can work collaboratively with project teams, local jurisdictions, interest groups, and the public, displaying both the technical expertise and communications skills to assist local governments in the implementation of important state housing priorities. They also have expertise in complex projects that transform policies into tangible outcomes.

Job Duties: 

Major duties include:

  • Lead Management: Lead and manage the work of four professional staff in the completion of rulemaking activities, technical assistance grant program administration and deliverables, management of housing program-related contracts, review of local government plans and codes, and initiation of enforcement actions, all related to local government requirements to adopt housing needs analyses, housing production strategies, and code amendments to encourage the provision of needed housing.
  • Policy Development: Determine plans and strategies and agency policy regarding implementation of legislative directives regarding housing needs assessments, housing production strategies, and more specific requirements for needed housing. Lead department rulemaking efforts to implement such legislative direction. Coordinate with the Department of Housing and Community Services (OHCS), providing legislatively-directed assistance to OHCS on regional housing concepts.
  • Technical Assistance Program Management: Manages technical assistance programs for local governments related to planning for needed housing and implementing state statutes related to the provision of needed housing. Prepares requests for proposals (RFPs) for consultant services consistent with program objectives and agency administrative requirements. Selects contractors and manages consultant contracts. Develops criteria for selecting potential projects with local governments. Promotes programs with local governments and provides local governments and agency staff information about program objectives and qualification criteria for assistance. Negotiates project scoping with local governments. Determines project tasks, schedules, resource requirements, and budgets. Writes, negotiates, and manages consultant work order contracts. Reviews consultant performance and recommend payment on contracts.
  • Appeals, Compliance, and Enforcement: Make, and assist other staff in, recommendations to the division manager and department director regarding dispute resolution actions, appeals or referrals to the commission, and appeals to the Land Use Board of Appeals; and enforcement actions to ensure that local government actions regarding the provision of needed housing comply with the statutes, statewide planning goals, and administrative rules.

Experience/Qualifications/Knowledge/Skills: 

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND Four (4) years of planning experience related to the job. NOTE: A Master's Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience. OR Eight (8) years of planning experience related to the job. NOTE: Course work in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field can substitute for up to two (2) year of the progressively responsible experience.

REQUESTED SKILLS:

  • Ability to manage complex and politically sensitive planning projects; designing projects by identifying problems, determining methodology, setting project goals and objectives, and developing work plans and budgets to develop policies and recommendations.
  • Ability to lead staff and consultant teams and deliver project results.
  • Knowledge and experience with interpreting, explaining, and applying laws, regulations, ordinances, and policies applicable to housing and economic development.
  • Experience applying the principles of community involvement, including convening stakeholder advisory committees; conducting public meetings; and presenting information to community members, including dealing with difficult community members.
  • Experience collecting, evaluating and interpreting qualitative and quantitative analyses of economic, housing and demographic data, including cost-benefit analysis, fiscal impact analysis, real estate market feasibility analysis, pro forma analysis of development projects.
  • Ability to establish and maintain effective relationships with diverse partners and staff to enhance collaboration opportunities and teamwork.
  • Ability to communicate effectively, both verbally and in writing; present information, proposals, and recommendations clearly and persuasively in public settings, including conveying technical information, to diverse audiences, including local officials, the commission, citizens and interest groups, and other government and community stakeholders.

​Limited Duration: This limited duration position is authorized in the DLCD budget through June 2021. DLCD intends to include this position in future budget requests, and it may become permanent depending on funding; however, the budget is subject to review by the governor and the legislature, and the position may or may not be continued.
