Job Duties:

  • Plans, coordinates and directs the operations of the Development Service Center (e.g. plan review, permitting, cashiering, business licensing, division's public records etc.)
  • Formulates and recommends strategies to improve operations and ensure compliance with codes, local laws, regulations, policies and procedures
  • Provide technical oversight and supervises the Development Services Center staff; provides direction and training, assigns and reviews projects/programs, evaluates performance, administers discipline, and makes hiring, termination and pay change recommendations
  • Manages workload and work assignments and reviews the work of assigned staff
  • Acts as a liaison with professional staff, technical staff and the public to communicate, educate and resolve problems and/or issues
  • Acts as resource to the public and construction representatives (e.g. permitting processing activities and requirements, City criteria, permit fees, plan review/fee schedules, etc.)
  • Coordinates and resolves complex Development Service Center issues and disputes
  • Drafts, coordinates, collaborates and directs staff in the development of workflow procedures, code interpretations, polices, and staff instruction manuals
  • Researches, recommends, trains and implements process/procedure improvements
  • Participates in strategic planning and special projects impacting the Development Service Center operations and activities
  • Ensures code compliance, quality control standards and procedures (e.g. permit issuance, cashiering etc.)
  • Implements and evaluates projects in accordance with adopted codes and policies
  • Monitors fiscal activities, projects revenues and provides fiscal management of assigned budgets
  • Represents the Development Service Center and communicates programs to the public, elected officials, other agencies/committees/organizations
  • Participates in meetings, community outreach, and requests for information
  • Supports management by data gathering/analysis regarding policy, procedures, regulatory codes and documentation issues (e.g. briefings, technical information, reports, public records requests, etc.)
  • Develop new programs, procedures and processes to enhance Development Services Center activities
  • Assist and support management (e.g. written communication, activity reports, support documentation, etc.)
