Bellevue's Parks & Community Services Department has a unique opportunity to become the next Parks Planning & Development Manager overseeing the management and implementation of the Parks Capital Investment Program and long-term capital planning efforts. Recent examples of major projects completed in Bellevue include Meydenbauer Bay Park, Bellevue Downtown Park, and Surrey Downs Park. As Parks Planning and Development Manager you will oversee budgeting, planning, design, and construction of major capital and renovation projects totaling approximately $90 million over seven years. You'll be a key member of the Parks Management Team and are responsible for contract management, strategic planning, performance management, and personnel management. Job Duties:

  • Manages capital development and planning programs as well as the department's renovation program; establishes the strategic direction, short and long-term planning for capital projects.
  • Provides leadership and direction in the planning, preparation, and management of contracts, project design, and community outreach.
  • Defines program goals, priorities and objectives; identifies and prioritizes workload planning and major projects.
  • Develops and implements policies; ensures compliance to relevant federal, state and local codes and regulations.
  • Negotiates and prepares formal agreements to establish projects and/or public and private partnerships.
  • Seeks out grant funding; manages application, contracting, compliance and reimbursement efforts for funding; oversees staff that perform grant and contract administration. Oversees the development of public involvement efforts and community outreach.
  • Collaborates with customers, stakeholders, and citizens on public policy issues. Facilitates large or small groups dealing with controversial and/or competing viewpoints and desired outcomes.
  • Prepares and delivers presentations to a variety of audiences including city leadership, councilmembers, commissions, and the general public.
  • Manages and supervises staff engaged in the administration and/or management of projects; provides guidance to staff and ensures resolution of problems.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Works directly with the Legal Department on City park planning and development issues including contract administration and risk management issues.
Experience/Qualifications/Knowledge/Skills:


Knowledge, Skills, and Abilities:

  • Extensive knowledge of project planning, design, construction practices, time schedule management, and budget control for complex projects and large budgets.
  • Knowledge of short and long-range planning, project management practices, and methods as applicable to a municipal setting.
  • Knowledge of applicable city policies, laws, and regulations affecting division activities.
  • Considerable skill in negotiating contracts and determining cost estimates on complex projects.
  • Significant ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, city officials, and the general public.
  • Ability to manage planning and construction projects.
  • Knowledge of engineering principles; ability to read and interpret engineering plans, profile drawings, survey, and maps.
  • Ability to preemptively identify risks or obstacles to project completion and develop options to mitigate.
  • Ability to mediate between groups and convey differing opinions for policymakers and City Council.
  • Strong leadership skills with ability to build consensus with diverse groups.
  • Ability to identify, write and oversee grant submittals in fundraising efforts and comply with federal, state and/or local agency procedures.
  • Knowledge of municipal funding mechanisms and techniques for capital improvement projects, including voter-approved property tax measures, various City tax sources and development incentives, and public-private partnerships.
  • Ability to develop and maintain effective working relations with associates, employees, of other departments, representatives of other organizations and grant agencies, neighboring jurisdictions, City officials, and the public.

Education, Experience and other requirements:

  • Graduation from an accredited four-year college or university with a degree in business or public administration, project/construction management, urban planning, landscape architecture or related field.
  • Five or more years of progressively responsible related experience in capital construction project management.
  • Equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered.
  • Valid Washington State driver's license
  • Completion of a Background Check prior to hire
