Job Description:

The Office of Planning and Community Development is primarily responsible for land use planning and code enforcement. The Director provides day to day leadership, management and development of staff in a complex regulatory work environment. Work involves the exercise of considerable judgment resolving sensitive land use and development issues within County, State, Federal and Tribal guidelines, policies and codes. The Director is expected to work closely with the Board of County Commissioners, Planning Commission and the community to develop goals, objectives, rules, regulations and policies that achieve quality, sustainable regional development. Unique to Okanogan County is that we do not plan fully under GMA, and respect a long-standing land use agreement with the Colville Confederated Tribes.

Job Duties:

  • Management of the Office of Planning and Community Development (PCD) through direct handling or delegation.
  • Leadership and development of staff; work closely with the HR Department to develop proactive personnel management, recruitment, and retention strategies.
  • Identify and analyze county wide planning and code enforcement issues relating to the department and determine the appropriate course of action through the use of departmental policies, statutory requirements, citizen involvement and advocacy and public relations efforts.
  • Ensure proper implementation of policies, procedures, and distribution of work responsibilities.
  • Oversee financial management of the department consistent with the policy direction of the Board of County Commissioners, the mandate of the State Auditor and state laws and regulations.
  • Participate with Prosecutor’s Office in appeals and legal actions on issues involving PCD, including assisting in the preparation of briefs, arguments, and motions.
Experience/Qualifications/Knowledge/Skills:
  • Bachelor’s degree from an accredited college or university in Planning, Geography, Construction Administration, Business Management or closely related field, or a demonstrated, practical equivalent in formal education and experience.
  • At least three (3) years of executive level management experience in a project-driven environment.
  • Five (5) or more years of progressively responsible experience in a multi-function atmosphere of critical decision-making, precise communications and interpersonal skills.
  • Have knowledge of and/or experience working with the Growth Management Act of Washington State and other laws governing planning, development and environmental regulation. This knowledge can come from experience in either the private or public sector. Knowledge of similar planning regulations from outside WA may be considered; however, must have the ability to progress toward proficiency in WA State GMA knowledge and other state-specific regulations within the first 6-12 months.

Supplemental Information:

  • Develop, at minimum, a basic working knowledge of all positions in the department; provide hands-on assistance when needed; manage supervisor workload in the event they are absent.
