Job Description:

The Code Compliance division of the Department of Construction and Inspections is at the center of quality of life and public safety issues in the City of Seattle. Our day-to-day work includes inspection of rental housing, vacant buildings, and other properties in residential neighborhoods and commercial and industrial districts. We enforce City codes governing housing conditions, property maintenance, construction without a permit, use of land, shoreline issues, tree cutting, landlord tenant issues, and other matters. Recent initiatives and changes include expanded vacant building monitoring, enhanced tenant protections, and new areas of regulation relating to short-term rentals and on-water residences. The Code Compliance Manager directs, plans, analyzes, and coordinates operation of the division and helps shape its future, with 4-5 direct reports and indirect supervision of 25-30 employees

Job Duties:

  • Works closely with inspection, technical, analyst, and administrative supervisors and staff to manage, advise, and assist them
  • Deals regularly with technical, legal and/or highly analytical issues
  • Recommends and implements policies related to operations with direct public impact
  • Allocates financial resources
  • Provides leadership for initiatives which involve cross functional, departmental, or jurisdictional ad hoc teams
  • Acts as a review officer for administrative hearings and written reviews of Notices of Violation
  • Serves as a technical expert on code interpretation
  • Resolves complex customer service issues
  • Serves on the department leadership team working with issues across intra- and inter-departmental workgroups
  • Collaborates with the code compliance division director and the rental programs manager in management, decision-making, budget, policy issues, and controversial cases.

You will feel prepared to take on this role if you have experience in:

  • Prioritizing work in order to meet deadlines;
  • Working in the building trades, land use issues, law, architecture, public administration, or related fields;
  • Reading, interpreting, and applying codes or legal provisions and operating within a regulatory framework;
  • Writing and drafting, including decisions or other documents requiring analysis, clarity, accuracy, and attention to detail;
  • Developing and implementing policy;
  • Analyzing and designing operational processes and metrics to measure success;
  • Working collaboratively with staff and community members;
  • Working with data management and communication systems such as Accela, Excel, SharePoint, and Outlook;
  • Working in the public sector or in a political environment.

In addition to the qualities above, you must have the qualifications listed below or a combination of education, training or experience that provides an equivalent background required to perform the work of the class.

  • A bachelor's degree in public administration, construction management, law, political science, planning, architecture, engineering, business management, or a field related to regulatory enforcement
  • Five years of supervisory experience
  • Five years of experience in a regulatory environment
