Job Description:

This is a principal position within the department and will participate fully in the functions of the department.

Job Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.Other duties may be assigned.

  • Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data.
  • Confers with other agencies, civic leaders, engineers, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.
  • Reviews and writes reports on planning projects and development applications.
  • Interacts with developers and the public in order to ensure compliance with planning requirements.
  • Coordinates, and interacts, with other City departments to ensure compliance with land use approvals and other requirements.Assists as staff to the Parks and Recreation Commission, Committee on Citizen Involvement, Planning Commission, City Council, and, as necessary, other groups as assigned by the Planning Director.
  • Assists the Planning Director as directed.

Experience/Qualifications/Knowledge/Skills:

SUPERVISORY RESPONSIBILITIES

Participates in the supervision of employees in the Planning Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor’s degree in Urban Planning, Geography, or related field and at least five years related experience, three years of which must be in a supervisory capacity; or an equivalent combination of education and experience that would enable satisfactory performance of the essential job functions and responsibilities of the position. Experience in Oregon Land Use Planning is preferred.

LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from residents, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and governing bodies.

MATHEMATICAL SKILLS

Ability to work with complex mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.REASONING ABILITYAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to conduct analysis and make coherent presentation of information.

CERTIFICATES, LICENSES, REGISTRATIONS

Certification by the American Institute of Certified Planners is preferred.

OTHER SKILLS AND ABILITIES

Computer literacy is mandatory, including, at a minimum, word processing, spreadsheet, e-mail communication, and GIS knowledge.
