Job Description:

Under supervision, performs a variety of paraprofessional planning tasks at the public counter, the office, and in the field, including basic intake and review of a wide variety of land use and development proposals, basic file research and maintenance, and map reading; prepares simple technical reports; creates and maintains databases; assists planners with research and planning studies; and performs other duties as required.

Job Duties:

  1. Provides technical assistance to staff and the public on planning and zoning issues and provide information about the land development processes.
  2. Reviews land use & building plans and permit applications to assure compliance with land use code/requirements.
  3. Performs routine office tasks in designated program areas, including data entry, file management, copying and answering the telephone.
  4. Develops and maintains automated tracking systems, hard copy files, and records
  5. Prepares narrative staff reports and recommendations of limited complexity.
  6. Researches and compiles information on a variety of planning issues from multiple sources.
  7. Prepares public notices or property owner verifications.
  8. Prepares maps, charts, tables, and presentations of limited complexity.
  9. Conducts site visit and investigates violations of Tribal planning regulations and ordinances. Works with property owners to achieve compliance and conducts code enforcement activities.
  10. Attends public meetings, assisting other planning staff as appropriate.
  11. Supports all other front counter activities, including cashiering, phone coverage and Planners tasks.
  12. Because of the Tribe’s commitment to community service and the well being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

Experience/Qualifications/Knowledge/Skills:

Education and Experience Requirements:

Graduation from an accredited two-year college or university with an Associate’s degree in land-use planning, urban planning, urban studies, geography, landscape architecture or a closely related field is required or commensurate level of education and two years of experience is preferred.

Two years of experience in plans review, zoning administration, building code issuance of surveying is also required. A bachelor's degree is preferred and may substitute for two years of experience. Preferred: Experience working for a Tribal government.

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION:

Knowledge of:

  • Planning and zoning principles and practices;
  • General land use, development and zoning codes with the ability to interpret them for citizens and developers;
  • Basic zoning regulations, land use permit administration, and comprehensive plans;
  • Principles and practices of research and data collection;
  • Modern office and clerical practices and procedures;
  • Effective writing techniques including business English, composition, spelling and punctuation;
  • Statistical, algebraic or geometric knowledge and ability to apply such knowledge in practical situations;
  • Computer hardware and software programs, which includes include Microsoft Office; Internet applications, and Geographical Information System (GIS);
  • Manual and computerized record-keeping systems;
  • Ability to review plans, understand and interpret various other codes to determine compliance with such regulations and to apply regulations to field conditions.
  • Ability to read maps, evaluate site plans and understand legal descriptions;
  • Ability to understand and implement oral and written instructions quickly and accurately.
  • Ability to deal effectively, professionally and ethically with the public and government officials.
Skill in:
  • Oral communication and interpersonal skills to explain rules and procedures clearly to the public.
  • Establishing effective working relationships with and providing high-quality customer service to other departmental staff and the general public;
  • Reading and understanding complicated plans and reports;
  • Communicating effectively orally and in writing;
  • Operation of personal computer, applicable software, and equipment, including permit tracking software;
