Job Description: The Community Development Director reports to the City Manager. He/she assumes full leadership and management responsibility for Community Development Department services and activities. This is a highly visible position that must maintain a high level of customer service to the departments and to the public. The new Community Development Director will need to effectively communicate with department heads, elected officials, citizens and other agencies regarding the community development, planning and building. The City depends on the Community Development Director to provide professional oversight and progressive leadership of planning, development review and permitting, code enforcement and building services and resources.

Job Description:

  • Overall leadership, direction and operation of community development functions including but not limited to development review, building and zoning, permit processing, planning, land use and code enforcement;
  • Develop and implement department goals, objectives, and policies; review and evaluate work methods and procedures for improving organizational performance, enhancing services and meeting goals;
  • Develop, implement and monitor long-term plans, goals and objectives focused on achieving the City’s mission and Council priorities; direct the development of and monitor performance against the annual department budget and the City’s Capital Improvement Plan; determine the scope and priorities of programs and special projects;
  • Work with the City Manager to design and implement new initiatives relating to neighborhood development, economic development, a comprehensive citywide plan, and a capital improvement plan;
  • Manage complex planning studies; review and process complex comprehensive plan amendments, re-zonings, annexations, site plans and plats; serve as project manager in the development of various planning projects and/or programs from conceptual design through final construction;
  • Review developer plans for compliance with design and development codes, environmental issues, technical completeness and contract specifications; work with the applicant to resolve compliance problems, negotiate revisions and create alternatives that meet the city and applicant’s objectives; and
  • Participate in the City’s executive management team in developing and implementing policy recommendations and strategic direction of the City.


The City is seeking a community minded Director who is a strong and experienced forward thinker and can lead the Community Development Department through a period in which the City is rapidly growing in population and is primed for major commercial development. Competitive candidates should have at least five years of progressively responsible experience in management, supervision of employees and planning; and a bachelor’s degree in a job-related field. Membership in and accreditation by a professional standards organization such as AICP is preferred. Experience in urban planning, community development, zoning regulation, and building safety is desirable. Any combination of experience and education which provides the applicant with the level of required knowledge and abilities may be considered.
