Job Description:

Lynnwood is a dynamic and growing city located between Seattle and Everett. With a designated Regional Center and City Center, project plans are in place for the City to become the largest urban center in this area. Sound Transit's Lynnwood Link Light Rail line is approved for extension to the City for service starting in 2024 with land acquisition and final design currently in progress. With a projected 18,000 boardings per day, the LRT will provide frequent and fast connections to the University of Washington, downtown Seattle, SeaTac Airport and Bellevue/ Redmond Microsoft regardless of traffic conditions or weather. The City of Lynnwood's population is planned to grow from a current population of 37,000 to 55,000 by 2035. Annexations, which will be under consideration in the near future, could result in a population of 90,000 people. The City has a diversified tax base with Alderwood Mall and environs, automobile dealerships and a rapid growth in new development. This vacancy is a result of a relocation and presents a rare opportunity. Responsibilities include analyzing and preparing recommendations on land use, environmental, and urban planning issues, responding to the public regarding general and complex land use inquiries and serving as a resource to the City Council, Planning Commission, Hearing Examiner and other City boards and committees. Under the general direction by the Planning Manager, individuals assigned to this position are expected to perform a variety of more highly complex tasks and responsibilities and provides advice and guidance to Department staff.

Job Duties:
Includes but is not limited to such essential functions as listed below:

•Serve as senior or lead planner in performing more complex planning tasks and responsibilities and provides direction and guidance to junior-level planners and support staff on assigned projects. •Answer questions and provide information on land use related questions for residents, property owners, business operators, developers, and other individuals. •Analyze population, land use and other data relevant to urban planning. Prepare statistical data, reports and recommendations for use and consideration by the Planning Director, Hearing Examiner, Planning Commission, Mayor and the City Council. Serve as a resource to the City Council, Planning Commission, Hearing Examiner, may also work with the Historical Commission and other City boards and committees in providing information and performing research duties. •Prepare comprehensive and long-range plans for the Community Development Department and for other City departments. •Analyze, prepare and present or supervise the analysis, preparation and presentation of conditional use permits, rezones, comprehensive plan amendments, variances, subdivisions, annexations, State Environmental Policy Act (SEPA) appeals, and other land use proposals. •Develop and draft land use regulations and policies for consideration by the Planning Commission, City Council and, when applicable, the Snohomish County Boundary Review Board. •Coordinates code updates with other divisions and departments, provide staff support at public hearings, meetings, and other events, and make public presentations. •Make presentations to the Planning Commission, City Council, Hearing Examiner, and to other bodies and at other public activities. •Draft and present ordinances and resolutions for the Planning Commission and City Council. •Lead or participate in public workshops and meetings and other public participation activities. •Supervise or work with advisory committees on special projects as assigned. •Review building or site development proposals for conformance with planning policies and zoning code requirements. •Work with staff and elected officials of other jurisdictions or organizations on issues and projects of mutual interest. •Assist in preparation of the Department budget. •Review proposals for environmental impact analysis and prepare and review documents as required by the State Environmental Policy Act (SEPA). •May work on annexation proposals including preparation of documentation, community outreach and presentation to various bodies. •May review Environmental Impact Statements from other agencies and prepare recommendations, and/or assist the Planning Director in the development and preparation of Environmental Impact Statements for projects within the City. •May direct consultants in preparation of planning and environmental studies. •Maintain regular attendance and perform other duties as assigned.

Experience/Qualifications/Knowledge/Skills:

A Bachelor's degree in urban planning or closely related field with a Master's Degree preferred plus at least five years relevant professional planning experience or an equivalent combination of related education and experience; a valid State driver's license and a driving record acceptable to the City's insurance carrier; possession of or eligibility for the American Institute of Certified Planners (AICP) certification.
