Engineering Services Manager, City of Marysville, WA

CITY OF MARYSVILLE, WA – ENGINEERING SERVICES MANAGER – Salary: $76,860 to $100,440 DOQ with excellent benefits. Reporting directly to the Community Development Director, and working closely with the City Engineer, the Engineering Services Manager directs the operations of the Engineering Services – Land Development Division. This includes supervising the division’s staff and offering support where needed. The work performed by the Engineering Services Manager requires a high level of technical proficiency in civil engineering and land use administration, as well as management skills. This position will manage services and activities of the Land Development Division. This entails preliminary engineering review for private development projects, construction plan review, and construction inspection to ensure compliance with City regulations, design standards, and policies and procedures. He or she will monitor and assist the plan review and permit issuance process, including investigating and resolving complaints and inquires. The Engineering Services Manager is responsible for developing and managing the division’s budget, as well as developing short and long-range plans for the division. When necessary, the Engineering Services Manager will recommend and implement new land development review systems, policies, and procedures. The position oversees and authorizes engineering approvals of road, water, sewer, and storm water engineering plans for land development applications. The new Manager will review developer extension plans for city utilities and streets in accordance with city standards and requirements. The Engineering Services Manager responds to inquires or complaints from internal and external customers regarding zoning, subdivisions, annexations, conditional use permits, variances and other land use regulations. The Engineering Services Manager represents the City at a variety of public meetings with regard to land development issues and applications. He or she may also represent the City on inter-agency committees dealing with land development issues.

A bachelor’s of science degree in civil engineering or a related engineering or planning specialty, or a combination of education and experience that provides equivalent knowledge is required. Five years related professional experience, including two years of supervisory experience, are required. Current registration as a Professional Engineer in the State of Washington (or ability to obtain in six months) is required.

Mission of Growth Management Services
To assist and guide local governments, state agencies, and others in planning and achieving effective solutions to manage growth and development, consistent with the Growth Management Act (GMA).

Program Functions 
GMS provides assistance and guidance to local governments for planning under the Growth Management Act (GMA) passed in 1990. It helps cities and counties prepare for future growth by planning under the GMA to provide public facilities, services, and housing consistent with the goals of the GMA. GMS accomplishes this through its many services. (i.e., providing technical and financial assistance to local governments, publishing guidebooks, providing comments on plans and regulations, and presenting educational workshops).

This position is located in the unit’s newly-established Wenatchee field office.

Position Information
The candidate will have excellent knowledge and experience in transportation and land use planning and will serve as the technical expert on integrating transportation planning with land use planning under the Growth Management Act. Uses expertise in the principles, practices and techniques of land use and transportation systems planning. Serves as liaison between CTED and major transportation planning organizations and represents CTED in policy deliberations related to transportation planning and growth management.

Serves as the CTED liaison to Chelan, Kittitas, Douglas and Okanogan counties and their cities and towns. As assigned, reviews proposed amendments to plans and regulations from these jurisdictions and within the position’s area of technical specialty. Manages and oversees grant contracts between CTED and assigned jurisdictions. Keeps management informed of significant planning and growth management issues in assigned jurisdictions.

The candidate will have a Bachelor’s degree in urban planning or closely related field and two years of professional experience with land use planning. Alternatively, master’s degree in urban planning or closely related field and one year of professional experience with land use planning. AICP certification is desirable.

PURPOSE: To provide a broad range of planning and policy functions related to container cargo terminals and logistics, other marine cargo terminals, cruise, and other facilities in support of commercial fishing, recreational boating, and other industrial land uses.

ESSENTIAL FUNCTIONS: Capable of leading Port teams in developing facility growth plans, major land use plans, strategic growth studies or policy efforts from conception through implementation. Must have the skills to provide hands-on planning for small to mid-size projects from conception through implementation. Provide leadership to business managers in determining their planning needs as well as implementation of those needs. Prepare and manage project budgets. Experience in performing research tasks. Ability to gather, frame, and characterize information in support of concepts and ideas. Must be capable of presenting ideas and information in visual formats, such as graphics, tables, matrixes, diagrams, and charts. Coordinate the selection, negotiation, and management of consultants to prepare facility development, freight access, and land use plans/studies. KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS: Must have strong skills in organizing, managing, and working with multi-disciplinary teams. In-depth knowledge of planning processes for medium to large projects, which includes a firm understanding of the conceptual stage, engineering design level, environmental, financial, scheduling, and organizational issues. Basic understanding of Sustainable Management priciples desired. Must be effective at championing and selling projects to others. Must have proficient computer skills in MS Word and Excel, and familiarity with MS Project and graphic software. Must have a basic understanding of business planning and the fundamental requirements of operating a business unit, including financial operations. Must have excellent verbal, written, and graphic communication skills. Must have demonstrated leadership skills, including the ability to develop effective communication mechanism/tools for presenting information to a wide range of audiences.

MINIMUM REQUIREMENTS: Master’s degree in urban planning, architecture, civil engineering, or a related field; with 10 years of planning experience. (Equivalent experience may be substituted for a master’s degree). A minimum of three years in hiring, negotiating with, and directing outside consultants. Prior experience leading large projects. A valid Washington State driver's license is required.

PREFERRED QUALIFICATIONS: Professional planning experience in a Port or other maritime organization; marine industrial and comprehensive land use planning. Working knowledge of international shipping, cargo and logistics operations. Working knowledge of principles and methods used in preparing economic and financial analysis of capital projects. Three years of experience in industrial facility, marine land use, marine support facility, or industrial land use planning. Experience in leading facility development projects. Professional license in degreed area.

ENVIRONMENT: Will work in a fast-paced office environment with occasional visits to field sites.

DEFINITION
This is a professional position with principal responsibilities in long range planning. Work assigned to this position includes research and report writing, coordination of special studies, oral presentations, public information and assistance, and primary data collection and analysis. GIS map preparation may be requested. The work requires compliance with frequent deadlines and occasional oral presentations at meetings. Normal attention to work is required to prevent errors. ESSENTIAL FUNCTIONS
Assists with the processing of long range planning studies, including area plans, code amendments, comprehensive plan amendments, vacant land analysis, and related special studies. Work involved includes good writing and analytical skills, and knowledge of planning methodology, as well as familiarity with development plan review, and the application of zoning, subdivision, critical area, and shoreline management regulations and state environmental review requirements. As needed, this position may be requested to prepare maps and performing related research; some GIS training available. May prepare, or assist in the preparation of staff reports and presentations to the Planning Commission for various projects.

Education and Experience
 • Bachelor or advanced degree in urban planning or related field required;
 • Two years of progressively responsible relevant planning work experience is necessary to meet the requirements of the Associate Planner.
 • Hands-on experience with the preparation of mapping products using an ARC-GIS system desired.

General Summary
Performs a variety of technical and professional work in the long range planning division of the Bellevue Transportation Department.

Responsibilities
Immediate and near term assignments may include project management or support roles on several important projects, including update of the Bel-Red Overlake Transportation Study (BROTS) agreement with the City of Redmond, implementation of the Bel-Red Corridor Project, subarea plan updates (including the Downtown Subarea), coordinating City work relating to the Burlington Northern Sante Fe (BNSF) corridor, and updating the City’s concurrency methodology.
 • Conduct research, assess policy options, and present technical advice and recommendations to stakeholders and elected/appointed officials.
 • Manage projects, prepare plans, and oversee the work of consultants
 • Understand the relationship between land use and transportation planning; review and analyze technical information relating to the performance of existing and planned transportation facilities in a variety of modes (general purpose, transit, non-motorized)

Education
Graduation from an accredited four-year college or university with a degree in urban planning, engineering, public administration, environmental studies, transportation or a closely related field. A master’s degree is preferred.

Minimum: 5 years of experience in transportation planning, and demonstration of a comprehensive knowledge of planning principles, practices, and techniques as they relate to transportation planning, comprehensive or subarea planning, and growth management. Included in the five years experience must be at least two years of project management experience.

American Institute of Certified Planners certification preferred.

The Washington State Department of Ecology has an opening for an Environmental Planner 4 (salary range 59 - $4,131 - $5,426 per month) in the Shorelands and Environmental Assistance (SEA) Program. This permanent, full-time position will be based out of Ecology’s Headquarters Office in Lacey. 

This senior-level position provides shoreline planning analysis and technical support to local governments and Ecology staff.  The position will:
 • Develop policy positions for statewide planning under the Shoreline Management Act (SMA).
 • Work statewide with Ecology staff and management, local government, the Attorney General's Office, external stakeholders and other state and federal agencies to further the development and implementation of state shoreline planning-related policies.
 • Develop guidance and deliver training on developing and other shoreline management laws and rules.
 • Lead SMA planning projects including developing and implementing new rules and leading stakeholder workgroups to advance shoreline planning policy or guidance.

We are looking for candidates with strong analytical abilities, knowledge of shoreline management and local planning processes, excellent verbal and oral communication abilities, and good organizational practices. Our ideal candidate will have strong leadership skills and interpersonal strengths. They will also have experience in local planning, shoreline management, and rule interpretation. The following skills are also desired: group facilitation, relationship building, project management, and negotiating agreements.

Transportation Manager/Grants Manager, City of Auburn, WA

THE POSITION
This managerial position is responsible for planning, implementing and administering the Department’s transportation capital project planning and programming functions, with specific emphasis on acquiring transportation funding to meet the needs of the City’s transportation system.

PRIMARY DUTIES
 • Grant management including acquisition and management of transportation grants, including coordinating with and soliciting grants and trust fund loans, meeting the objectives of the Transportation Section, and ensuring grant compliance. Coordinates with other City grant managers, and coordinates design considerations with the Traffic Engineer and Transportation Manager.
 • Closely coordinates with the Intergovernmental Service Coordinator on transportation funding issues to identify and secure support for grants and other funding sources.
 • Responsible for implementing and monitoring the City’s Comprehensive Transportation Plan.
 • Responsible for the implementation and monitoring of the City’s Neighborhood Traffic Calming Program.
 • Works closely with Project Engineers and other staff to develop project scoping.
 • Maintains knowledge of current transportation industry standards. Monitors, researches, and investigates various federal, state and local transportation initiatives, emerging policy issues and funding opportunities.

QUALIFICATIONS REQUIRED
Bachelor of Science degree in Civil Engineering or Urban Planning; AND four years of progressively responsible traffic engineering or urban transportation experience including at least two years relevant experience in managing state and federal grants. State of WA PE license or AICP preferred. Valid state driver’s license with no pending risk of loss.

WORKING CONDITIONS
Works both indoors in a clean, climate-controlled workspace and outdoors, sometimes during inclement weather. The employee is occasionally required to lift or move up to 35 pounds. THE POSITION
Professional planning and supervisory work in a municipal setting focused on current and comprehensive (long-range) planning. Position will lead a team that focuses on one of the following major functions: Downtown and Annexation projects; Greater Auburn projects; and Policy, Codes and Environmental Policies. Work requires contact with members of other City departments, governmental agencies, developers and their agents, the general public, City Council, Planning Commission, and Hearing Examiner.

PRIMARY DUTIES

This is a full-time position in the Planning, Building & Community Development Department located at City Hall.

THE POSITION
Under the general direction of the Director, this position is responsible for developing and administering policy including, but not limited to planning, research, policy interpretation, and management of planning related programs, projects and general activities. This position provides technical expertise to the City Council, Commissions and Council Committees, the administration, City departments and outside organizations. Position assists Director in department operations such as budget, scheduling and staffing. Acts for the Director during absences.

PRIMARY DUTIES
 • Works with Director to provide supervision, motivation, and coordination of department staff.
 • Prepares, and monitors budgetary requirements for assigned operational issues, and assists the Director with development, approval and implementation of the overall departmental budget.
 • Works with the Director in the daily management of the department, including personnel issues, policy interpretations, resolution, and administration of various planning related programs.
 • Maintains basic understanding of all department functions & operations including long range planning, current planning, building & environmental issues, human service programs and permitting process.
 • Remains current on legislative changes that affect urban planning in Washington State.
 • Represents the Director at various meetings that could include the City Council, Planning Commission, Human Services Commission, Hearing Examiner, Planning and Community Development Committee, and various external organizations and agencies; may be required to verbally present reports.
 • Serves as a resource to other departments, agencies and organizations by providing technical assistance regarding planning-related regulations.

QUALIFICATIONS REQUIRED
Bachelor’s degree in urban planning or related field and minimum of five years of successful progressively responsible senior professional and supervisory planning experience; or a related Master’s degree and a minimum of four years of successful progressively responsible senior professional and supervisory planning experience. Certification by the American Institute of Certified Planners preferred. Possess and retain valid state driver’s license without impending loss at time of appointment.

WORKING CONDITIONS
Works indoors in clean, climate-controlled workspace and occasionally outdoors, visiting sites that may require walking on uneven, rocky ground. Because of the nature of work, the employee may be required to deal with irate, disgruntled and sometimes hostile individuals requiring the use of conflict management skills. Employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times.

POSITION SUMMARY:

EDUCATION AND EXPERIENCE:
Bachelor's degree in Urban or Regional Planning, Geography, Urban Design or closely related field and five years increasingly responsible municipal planning experience including comprehensive planning, environmental analysis, development of land use policy, zoning implementation, plan review and application processing.

Qualifications:
Master’s degree in environmental planning or other related discipline is required. Private consulting experience is required. AICP Certification is a plus. LEED certification is a plus. Three to five years minimum of relevant environmental planning experience is preferred. Must be able to obtain a DOD Common Access Card – U.S. Citizen
